The output of a function is 8 more than 3 times
the input. What is the equation?

The input is
the independent variable, usually denoted by x. The output is the dependent variable,
typically denoted y.

More than indicates addition, times is
multiplication, and in this context is indicates
equals.

Thus y=8+3x  or y=3x+8.
